In a section containing a total of 5 questions, learners should be able to view all 5 questions, but the system should restrict the number of questions they are allowed to attempt based on a limit set by the instructor or admin. For example, if the instructor specifies that learners may attempt only 3 out of the 5 questions, the learner can still see all 5 but will be allowed to attempt and submit responses for only 3.

Once the learner has attempted the maximum number of allowed questions (in this case, 3), the remaining questions should be locked or disabled for response submission, while still remaining visible for reference.
